The City operates under a council-manager form of government. City Voters elect six councilmembers by district and the Mayor at-large. The Mayor and councilmembers serve a four-year term. The City has a term limit of three four-year terms in a sixteen-year period. Of these three terms, no more than two terms can be as mayor and no more than two terms can be as a member of the Council. Council selects the vice mayor each January.

The City Council appoints the City Manager. The City Manager provides leadership, strategic direction and policy guidance for the City. The City Manager manages City operations through collaboration and coordination with City departments.

Intergovernmental Relations (IGR)

The City Council annually appoints members to a variety of intergovernmental agencies in order to represent the City’s interests and to influence policies and regulations of other agencies.

Legislative Advocacy Positions

As defined by the General Plan, the Legislative Advocacy Positions are short-term in nature, typically speak to pending legislation and current issues, and support the General Plan and guide Council and staff on intergovernmental matters.
