The 2023-2031 Housing Element is our principal guide for housing programs and policies. It is our plan to meet the future housing needs and priorities of our community.

The State Department of Housing and Community Development (HCD) requires cities to update their housing elements every eight years. The 2023-2031 Housing Element was adopted by City Council on Dec. 12, 2023. It was certified by HCD on March 6, 2024.
