This zoning code update is to implement changes required by SB 684 and SB 1123. These laws let cities consider allowing more types of residential units on lots created under these state laws. These include:

• Accessory Dwelling Units (ADUs)
• Dual Urban Opportunity Housing units and Urban Lot Split

We want your feedback on these options before we move forward with the ordinance.

California passed SB 684 and SB 1123 as part of Starter Home Revitalization Act to help create more housing. On July 1, 2024, SB 684 became state law and SB 1123 and Assembly Bill (AB) 130 updated parts of the law on July 1, 2025. These laws, found in Government Code Section 65852.28 and 66499.41, allow certain properties to be divided into up to 10 lots and developed up to 10 dwelling units through a ministerial review process.

We are proposing updates to our Zoning Code in compliance with these state laws.
