We are reviewing existing conditions and preparing materials for public outreach. We are also studying economic, water, and historic resources. These studies will help guide updates to the plan.

Existing Conditions Review and Public Engagement

We review the site, policies, and transportation conditions. This work supports public outreach. Community feedback will help guide the project.

Economic, Water, and Historic Resource Studies

We are studying economic conditions, water and wastewater systems, and historic resources. These studies help identify impacts and needs.

Draft Plan Amendment

We will prepare a draft amendment based on studies and public input. The public will be able to review it.

Environmental Review

We will update the 2016 Environmental Impact Report (EIR) to meet state law (CEQA). This includes technical studies and ways to reduce impacts.

Plan Adoption

After review, the Planning Commission and City Council will hold public hearings before making a final decision.

The City Council approved this study on Nov. 1, 2022. SteelWave submitted a request to amend the plan in October 2024 (PLNG-2024-0678).

The project focuses on two areas:

• Sunnyvale Business Park (29.3 acres)
  Located at 840 California Avenue, between California Avenue, the Caltrain tracks, Mathilda Avenue, and Pasito Terrace
• Hermosa Court Housing Sites (housing opportunity sites)
  Located at 324 N. Mary Avenue, 310 N. Mary Avenue, 910 Hermosa Court, and 884 Hermosa Court

The 2016 plan does not allow housing in this area. The amendment would allow housing at the Hermosa Court sites.

We are also studying economic, water, and historic factors to guide these changes.

The amendment would:

• Add about 1.2 million square feet of office or industrial space
• Allow about 1,600 homes
• Support relocation of the historic Libby Water Tower

The City Council adopted the PPSP on Sept. 16, 2016. The plan guides development in the area. It includes policies, design standards, and infrastructure plans.

A Specific Plan helps carry out the City’s General Plan. The General Plan sets long-term goals for growth. Sunnyvale updated its General Plan in 2011, with a horizon to 2035.

The PPSP area is planned for industrial use. The Specific Plan provides detailed rules for development, transportation, and infrastructure.
