We're working on a new Central Arques Specific Plan (CASP). The plan covers industrial companies in East Sunnyvale. Our intent is to help them grow and expand into new technologies. The plan area consists of 80 acres near Commercial Street and East Arques Avenue. Applied Materials (AMAT) owns most of the plan area.

The CASP would replace the 1999 Arques Campus Specific Plan. Our vision is a contemporary workplace environment with improved mobility and urban character.

PROGRESS AND PUBLIC OUTREACH

Specific Plan Timeline

The project is scheduled to be completed in summer 2026.

Current Status

We are preparing studies for the Environmental Impact Report (EIR) and drafting the specific plan document. There will be public review and comment opportunities on the draft plan and EIR before the City Council makes the final decision.

Progress

Aug. 14, 2024: We held a community outreach/environmental scoping meeting. We reviewed the plan's vision and goals. We gathered public input on plan area improvements.

Upcoming Meetings

Input opportunities will include study sessions and public hearings with several commissions and the City Council.

DETAILS

Plan boundaries are East Arques Avenue to the north, Commercial Street to the west, Central Expressway to the south, and Santa Trinita Avenue to the east. For a plan area map, see Documents.

The CASP would allow area property owners to build more industrial buildings. We aren't proposing residential uses. We'll study allowing new building heights up to 100 feet.

The plan will include streetscape and infrastructure improvements.

Report to Council 21-0916, Sept. 28, 2021 – General Plan Amendment Initiation: to consider a 100% Floor Area Ratio (FAR) combining district on 10 parcels in the M-S zoning district totaling 63 acres.

Report to Planning Commission 24-0464, April 22, 2024 – Applied Materials Phase I R&D building approval.

BACKGROUND

We approved the Arques Campus Specific Plan in 1999 to guide future development on AMAT’s campus. Although approved, the plan was never built out. Over time, AMAT bought more properties surrounding their campus. In 2021, AMAT asked to build more floor area and taller building heights. In September 2021, the City Council directed development of a new specific plan.

In 2023, AMAT applied to build a new research and development (R&D) building using the approved square footage from the 1999 plan. The Planning Commission approved the R&D building in April 2024.

The CASP would allow future buildings on all sites within the plan area boundary.
