Project Status: The apartments were completed in August 2021. We approved minor modifications to the hotel design in March 2023. We issued a permit to construct the foundation in May 2023. Construction on the remaining portions of the hotel began in October 2024.

Project Updates

The Lakeside Specific Plan (LSP) amendment and mixed-use hotel/residential development project was approved by the City Council on Dec. 13, 2016. For the amended Lakeside Specific Plan, staff report and minutes, see Documents.

Environmental Review

The California Environmental Quality Act (CEQA) requires that all state and local government agencies consider the environmental consequences of projects for which they have discretionary authority. A Supplemental Environmental Impact Report (EIR) was prepared and certified by the City Council. The certified EIR is comprised of the Draft EIR and Final EIR, see Documents.

Approved Project

Approved project components include:

• Amendment to the LSP to revise the land use configuration (hotel on east side, residential on west side) and other miscellaneous text amendments to reflect the approved development project
• A six-story, 263-room hotel with ground floor meeting and banquet space, and a full-service restaurant. A three-level, above-grade parking structure would be attached to the hotel.
• A five-story, 250-unit apartment building over a two-level, above-grade podium parking garage
• Subdivision of the site into two lots for each land use
• A public access open space area along the existing lakefront

Lakeside Specific Plan/Previous Approval
In 2005, the City adopted the Lakeside Specific Plan (LSP) to facilitate the development of a mixed-use hotel and residential project for the 8.83-acre property at 1250 Lakeside Drive. The site was occupied by the Four Points Sheraton hotel at the time. The Specific Plan provides general land use and design criteria for a creative revitalization of the site as a mixed-use hotel and residential development. The City also adopted a Final Environmental Impact Report (FEIR) and approved a Special Development Permit and Parcel Map for the 253-room hotel and 244-unit residential project in 2005. After receiving project approval, the property owner demolished the Four Points Sheraton hotel, but the approved project was never built. The site has been vacant since 2006.
