Approved Project
The approved project includes 138 residential units, consisting of 39 townhomes and 99 apartment units, and 6,934 square feet of retail/office use. The project also includes the redevelopment of the corner office property into a common open space for residents of the development. The application includes a Rezone for the corner office property from C-1/ECR to R-3/ECR and approval of a Special Development Permit and Vesting Tentative Map. The Butcher property would remain at R-3/ECR.
The City Council required modifications to the project that are not yet reflected in the project plans, including a reduction of building height for the apartment building facing Fremont Avenue ranging from five to six stories. The City Council also approved the Heritage Resource designation of four Oak trees, including three Coast Live Oaks at the corner of El Camino Real and Wolfe Road and one Valley Oak in the middle of the site, which will be preserved and incorporated into the project. Revised plans reflecting City Council's decision will be reviewed by the Planning Division prior to the submittal of a building permit application.
Environmental Review
The California Environmental Quality Act requires that all state and local government agencies consider the environmental consequences of projects for which they have discretionary authority. An Environmental Impact Report (EIR) was prepared and certified by the City Council. The certified EIR is comprised of the Draft EIR and Final EIR.
The Draft EIR was available for public review and comment for 45 days, from April 8 to May 23, 2016. A Planning Commission public hearing to accept public comments on the Draft EIR was held on May 9, 2016.
