Project Status

The City is preparing an Environmental Impact Report (EIR) for the project.

Next steps:

• Notice of Preparation (NOP) of EIR – 30-Day Review Period: Aug. 14 to Sept. 14
• Draft EIR Circulation for Public Review (Minimum 45-Day Period, Dates TBD) – Winter 2027
• Community Outreach Meeting – Spring 2027
• Public Hearings and EIR Certification – Summer 2027

The proposed project includes:

• Demolition of the existing building and site preparation.
• Construction of 318 residential units:
  • 103 three-story townhouses located in 17 buildings on the west side of the site;
  • 215 units located in a five-story podium apartment building with structured parking; and
  • 64 units (20% of total project) that will be deed-restricted affordable.
• Associated site and landscape improvements.

The project site is zoned Industrial Service (MS) and it is designated as Industrial (IND) in the General Plan. The applicant submitted a SB 330 Preliminary Application in November 2023, prior to the City's certification of its Housing Element in March 2024. This makes the project eligible for the Builder's Remedy provisions of the Housing Accountability Act. These provisions allow qualifying housing developments to proceed even if there are inconsistencies with the site's current General Plan land use designation or zoning. Therefore, no General Plan Amendment or rezoning is required for the proposed residential development.
