SUBJECT: Award of Contract -- Painting of Water Tank – Mary-Carson Reservoir No. 2 Project, (UW-98-01)
REPORT IN BRIEF
On September 29, 1999, the City opened the five bids received for the Painting of Water Tank – Mary-Carson Reservoir No. 2 Project. Staff is recommending award of the contract to the lowest responsible bidder, Blair & Sons, Inc., in the amount of $82,850.
BACKGROUND
The program to paint the water tanks at the Hamilton and Mary-Carson pump stations involves external recoating of water storage tanks as required by a tank maintenance schedule created nine years ago. The program, spread over two fiscal years, required recoating three 500,000 gallon water tanks at the Hamilton Pump Station (Phase 1) and one 5,000,000 gallon water tank at the Mary-Carson Pump Station (Phase 2). The Phase 1 work has been completed.
DISCUSSION
The Phase 2 project involves surface preparation and applying paint to the exterior surface of one 5,000,000 gallon water tank at the Mary-Carson Pump Station site.

The discrepancy between the Engineer’s Estimate and the lowest bid is mainly due to the exclusion by the Engineer of the cost for blast cleaning and priming of the lower eight feet of the tank. The closeness of the three lowest bids convinced staff that the bids are competitive and consistent with the work specified. Staff, having reviewed the references and bids, has determined that Blair & Sons, Inc., is the lowest responsible bidder.
This project is categorically exempt (Class 1) from CEQA environmental reviews as it involves operation, repair, maintenance, or minor alteration of an existing structure of facility not expanding existing use.
Staff recommends acceptance of the low bid and award of the construction contract to Blair & Sons, Inc.

RECOMMENDATION
It is recommended that the City Council award the contract for the subject project to the lowest qualified bidder, Blair & Sons, Inc., in the amount of $82,850 and approve a contingency amount of $12,400.
