SUBJECT: Award of Contract for Phase II Reclaimed Water Pumping and Storage Facilities (UW-96-03) RTC #99-292
REPORT IN BRIEF
On May 26, 1999, the City opened bids for the Phase II Reclaimed Water Pumping and Storage Facilities project. Eight (8) bids were received. Staff recommends award of the contract to the lowest responsible bidder, Conco West Incorporated, in the amount of $1,743, 840.
BACKGROUND
The Phase II Reclaimed Water Pumping and Storage Facilities will carry out a part of the City-wide Wastewater Reclamation Implementation Plan to reclaim and reuse effluent from the Citys Water Pollution Control Plant (WPCP). This implementation plan is organized into three phases and includes comprehensive planning, design, institutional coordination, and construction elements, plus modifications to the WPCP to facilitate production of reclaimed water. The total budget for the implementation plan is over $19 million.
DISCUSSION
The purpose of this project is to receive, store, and distribute reclaimed water to areas south of the current Phase I reclaimed water distribution system. The pumping and storage facilities, located near Wolfe and Kifer Roads, will balance the quantity of reclaimed water produced with the demand, and maintain appropriate distribution pressure to customers.
This project includes a two million gallon welded steel tank, a multi-pump pumping facility, and a computerized monitoring and control system that connects the facility with both the WPCP and the Corporation Yard. This facility, when connected by the planned 24 inch pipeline, will dramatically increase customer access to reclaimed water.

Staff has reviewed the bids received, and is recommending award of the contract to the lowest responsible bidder, Conco West, Incorporated.
This project is covered by the Negative Declaration that addresses the Reclaimed Water Program.
